e-brake problem

I am converting a 1974 914-Sixer (3.2 1987 Carrera) to front and rear brakes from a 911 including new bearings, CV Joints, half shafts, etc. Everything has been converted and installed.

I have one problem: it seems the left hand emergency brake shoes lock down the entire left side rotor, etc. It will turn when I have the rotor loosely set in place but when I put torque on all five lugs, the rotor clamps down and will not rotate. The right one rotates with some scraping but appears to operate correctly.

I need further advice on any possible causes for this problem. The convertion seems to have done correctly with all the modifications within limits.

Can someone give some advice???
