I remember reading about a cellular module that you can install on the car and find the car with your smart phone. Google it.

This appears to be passive tracking, see where the car has been after the fact. The active tracking devices (for vehicle recovery) appear to be more expensive and include a service fee.

General observation..they need web site help. Not the clearest.

Yup. The OP never said what kind of tracking he wanted or for what purpose. For all we know, he wants to stick it on his wife's car to find out if she's cheating.
