What should my o2 measure fully warmed up at idle?

I have a meter capable of measuring o2 and measured 10.3 % at idle on my '84 Carrea. It's stock except for a cat bypass. I believe this is a rich running condition. Please correct me if I'm wrong or let me know what steps to take to lean it out. Within 2000 miles I adjusted the valves, installed new plugs, cap and rotor along with an 02 sensor. The car also runs well and has good power.

Any help is always appreciated. Thanks fellow Pelicans.
