Limit Switch

Just want a quick rundown on the limit switch located just above the throttle linkage on the CIS system of my 82SC. Is it supposed to be the inertia of letting off the throttle quickly that depresses this switch for a moment. While idling when I depress the switch the engine does rev and hold till I let go.
