Momo 1 - actually manufactured around the year of the car it's shown in. Don't know about that horn button, tho.

To my eyes it looks a lot like the Zuffenhaus 911ST steering wheel replica.

Upon closer examination, this is likely an early Zuffenhaus wheel or advertising photo. It looks like a Momo 1 - flat, circle at the bottom, Momo style stitch. However, that horn button??! It's Zuffenhaus style, and the car is actually a hotrod, with a Wevo and extra gauges.
The current Zuffenhaus wheel has spoke pads.

That looks like Curt Egerer's lovely silver Targa.

Wheel is a Formula 1 Enterprise & 'horn button' looks like a Fuchs centre cap - as used on some 911R's ...

Andy;
When you say 'Formula 1 Enterprise', are you referring to the wheels made by Momo, marketed by Formula 1 back in the day - like this? I always refer to it as a Momo 1, even though it's not marked Momo.

I've found a bunch of info on these cool wheels. They came in quite a few varieties; most sizes I've seen are 380, 350 and 360mm diameter. The era was 1966 to the early 1970s. You could get them with a leather cover or a wooden rim... Silver or black spokes.

David, the momo pictured here is quite a different beast. While not stamped with a momo logo on the back, it is in fact made by momo. It is the exact style wheel as this Monza wheel, below from the interior of a Ferrari 330 P4. Specifically made for racing, they came undrilled. The one you picture is 330mm diameter or 13.5 inches with a thick, prototipo style grip. They were also used in some F1 cars of the era (late '60s)
