Struts

Hey all, previous owner said he had struts done. Biltsteins were put on but said it handled terrible so they went with another strut. I can't tell if he actually changed them out or not, but the top of the strut in the front engine compartment looks newer. The strut container itself looks (boge) after some brake cleaner looks like so... Has anyone every taken these off and cleaned and painted? I have included a picture of the top of the strut and the strut housing itself. Any opinions and input are appreciated.
Kind of a while i'm in there kind of thing.
