SC horn not working

My 83 SC went from horn working to not. Horn button is connected appropriately and everything is good under the fender. When I press the horn button with my hand on the relay I feel the relay click - does that indicate a bad relay or not? I pulled it out and made sure all the contacts were good, the only thing I can think of is a bad relay. Just wanted an opinion before I bought a $28 relay.

Swap it with another one next to it. Check the horn connectors are getting juice when button is activated.

Yank the pad from tHe steering wheel and look at thE contacts (pull straight off) try bridging it directly with a jumper wire.... Mine were corroded and a bit of sandpaper and dielectric grease fixed it.....
