our customers car a 1974 targa seemes to be leaking oil from the center right front area we have seen it coming from what looks to be an open tube perhapes the breather the oil level in the tank seems to flucate up and down and at one point there was alot of oil in the air filter box any ideas?

If there is high mileage on the engine or they take a lot of short trips then there is probably a lot of blow-by (combustion gases that get past the rings) and this can cause crankcase pressure to push oil out of the engine and into the breather pipe.
