Inner Rocker Replacement?

Hi Everyone,
I'm looking for help on inner rocker panel replacement.
I got the inner & outer rocker with the jack support & tube all ready. Here is the problem, the factory inner panel goes behind another panel that runs up the quarter panel.
Now do I cut the panel right behind the jack tube and weld the two together.
Or do I find a way to peal this piece back and try and slip the new one behind.
Or should I cut a hole to get the jack tube out and put the new panel over this?

I would remove the jack tube support, then peel back the part of the quater panel, then weld the inner rocker in, then replace the jack tube support etc.

I am in the middle of a similar project on my car. Look here for some pics of the rustoration. Im going to be adding some pics of my repairs to the torsion tube areas soon
