On my old jack there was a fill plug on the base next to where the pump handle was. open it up and fill, pump the jack a bit and fill again was procedure. My current jack has the fill on the cylinder and you raise it up, fill, then release.

Good question, I have a pair of those cheap little bottle jacks and one seems to no longer go up. (they're only 25 years old and from China) The only place I see to add oil on my cheapies is the plug you open and close to control the raise/lower function. I'm gonna try adding a little bit there. Now can I use some kind of oil I already have without going out and buying a quart of "jack" oil. Not wanting another fluid on my shelf for 20 years. Probably cost more than getting another jack.

ATF and Pwr. Steering fluid seem to be recommended substitutes. Also motorcycle fork oil, you get the drift. I've got a little GL-5 gear oil left so that's whats gonna go in mine.

if it lost fluid, it may also mean the jack is shot... adding fluid likely not work...or it may, ymmv. the cheap ones i ever had with similar condition never came back to life with adding fluid.

Hydraulic jacks........
Most of these hydraulic jacks/cylinders/bottles have fill -in hole with rubber plugs. I use hydraulic jack fluid from my local auto supply store that comes in small plastic bottles. The brand I have is 'SNAP' and comes in red plastic bottle.

Mine has that rubber plug so i'll try there.
I have another working one but it has a very small reach. It barely allows you to change a wheel on a 911. That's why i wanted to try the other one. I has hoping for more reach... |

they tend to fill slowly, so i use a pump style oil squirt can.

Unless it's leaked which should be obvious, I'd wager the seals are shot. I'd bet you could dismantle the whole thing and rebuild it but, at maybe $10 worth of o-rings and oil, it'd be more expensive than buyinng a new one.
