In my experience, low voltage is the alt and rare cases the battery. High run away voltage is usually the VR.
Full charge at rest 12.5
Idle 13.5
2500 rpms 13.5-14.2 max

Test the alt, battery and VR at the shop test again after replacement/rebuild.

Alternator woes solved

Well, finally got the problem diagnosed - bad stator in the rebuilt alternator. Thanks to the group, I now have a backup that is also being gone through. Can't wait to get it reinstalled.
