is the clutch pedal supposed to come back flush with brake pedal?

mine comes back a little below it
i felt my clutch slipping yesterday
adjusted the travel today and gap

my clutch pedal still does not return 100% but i cant feel it slipping anymore(maybe i didnt stop and go enough)

i can pull clutch pedal up about an inch by hand after releasing it, and i had my wife pull it up by hand when adjusting the gap/travel
