Clutch Fork Question

I'm in the process of re-installing my gear box but came across a small dilema;

after we removed the box we noticed that the fork shaft only had one bearing ( the one with the hole which face the outside)

Now, I'm trying to install the shaft back the correct way with the two bearings, however, if I do that the plastic cap that serves as the lock won't work,

what is the correct way? The box already has the upgraded brass bushings.
