Fuse block replacement gone wrong.

So, I replaced the torpedo-style fuses with some brand new ATO style fuses on my '84 Targa, and all but just a few components were working. Frustrated, I began taking things apart but did not disconnect the battery first. ZAP. One hot lead touched another. So, I promptly disconnected the battery, reconnected everything back up, reconnected the battery and started testing. So far, the same components still weren't working. My main concern? The horn. I didn't test it out at all, so I don't know whether it was working first or not, but I've replaced the Relay in Relay 4, and I still get nothing. Trying to trace the problem with a volt meter has been about as fun as a root canal, but looking at the power diagram, I should have some power indication at the relay, correct? So far, I have absolutely nothing. I've verified that the volt meter is working.

Any assistance is GREATLY appreciated.

I seem to remember that the horn is activated by completing the ground circuit (at least it is on my other Porsches. You might try just running a wire from the horn to ground and see if that causes it to sound. If it does, you at least know that power is getting there and the problem is in the grounding circuit.

disconnect the battery and bridge around the circuit to the horn with some wire and a fuse/relay to see if it works

work back from there

I would test the horn first as an individual component, after knowing that the horn works, same with the relay.
If these components work, then I would test the circuit.
