Slantnose Headlight

It has me baffled. Car started life as a 1969 and was converted sometime in the last 44 years. Here is the problem. My one headlight continues to go up and down at will. If the lights are on it stays up. Once I shut off the lights the headlight will continue to go up and down. I had the motor looked at today and a diode was replaced. Put it back in and the same. I run wires from the other side, which works fine, directly to the opposite motor, the same thing. I have power going to one of the wires all the time, is this normal? There are only 3 wires. I have no idea what to do next? Any help will help.
