Fog lamp switch removal

Hi all,
Had the broken, cracked fog lamp switch. Thing snapped off after I initially unscrewed.
What on earth do you use to loosen the housing pictured below. I got a replacement ready to screw in but that darn thing wont budge. Any tips or suggestions are appreciated.

I would take the black plastic washer with the 4 holes off first. I used a couple of forks and bent the tine and stuck one on opposite sides and unscrewed it (counterclockwise). You can also use needle nose pliers.

To remove the metal piece that broke off the switch, use a vice grip and unscrew as well. Good luck!

I used snap ring pliers on mine.

If you can try to move the swicth behind the dash because black plastic washer is jam and is easy to cut the dash.
