Oh Jeez, I got so wrapped up in thinking about the WUR pressures that I forgot the part about the fast idle - and definitely - where the start-up "false" air is necessary and designed into the system to raise idle.

Fred, please budget for a set of pressure gauges as they will give you much confidence down the road.
The 82 has only a few smog things. O2 sensor, wimpy distributor advance, vacuum retard and the cat. 9.3:1 compression is a little smoggy but not the 8.5:1 of the earlier US SC's. Earlier SC's had other goodies to make up for the lower compression with respect to HP. They breath better.
The O2 sensor is "smog" but does not really cost performance. MPG will suffer a bit on a trip.
Just follow Tony's advice.
