78 SC Flag Mirror motor confusion

Hi hive - I've searched, I promise, and I cannot find what I need (sound familiar existentialists?). Anyway, basic problem: Power mirrors - joy stick correctly operates driver mirror. Flip switch to adjust passenger mirror and all joystick movements produce exclusively in out movement, even when pushing joystick up and down. I pulled the mirror off and disconnected the motor body. Upper cable is showing lots of slack and the mirror is stuck in a downward facing position.

Soooo: motor works, but clutch doesn't? Can the joystick woes produces such wonkiness even though it works correctly for driver side?

Any help in this matter is of course greatly appreciated!
