Agree directly at the battery is best but measuring from the lighter socket is way more convenient when trying to run down an intermittent issue. One thing I did when I bought a small lighter socket volt meter was connect it and good DVM to the battery at the same time. This allowed me to compare measured/displayed voltages. In my case the readings at the lighter socket were consistently .3v lower than at the battery. I don't care whether it's in the wiring or the cheap meter. I just remember to apply a little mental math to the cheap meter's read out. -J

If you go the new regulator route (contains new brushes) look at the slip rings in the alternator. If there is about a 1/16th of an inch groove worn in them think about getting a new/rebuilt alternator. The rebuilt one I got had some wear in the slip rings but not near as much as the one I took out. I assume mine was the original with 78,000 miles on it.

OP, you stated "new Battery".

Check the terminals, I was going thru hell trying to figure out my charging system, found out after a new starter, new alternator, (both needed service in any case), new ground strap/terminal and new battery to no joy. I don't know why but I checked my positive side and BINGO it had a hairline fracture. I swapped it with only a new $4.00 terminal, no more issues.

The cigarette lighter voltmeter has worked very well for me, and has proven to be an adequate indicator of my charging.

Why not take the car down to the local auto electric shop? The experts will hook up their stuff and give you the results for FREE in about 5-10 minutes.

So where is that transmission strap. I did a little hunting here and couldn't quite find it. I found the part in pelican parts, but don't know where it goes on the car.

Should be on passenger side bolted to the body at the back where the floor starts to curve u into the engine compartment near the transmission tunnel. Runs from there to one of the transmission to engine bolts.

Strap should bolt to body near transmission tunnel where the floor begins to curve up to the firewall on passenger side. Runs from there to a transmission to engine stud.

Nope. Right firewall, a stud just in front of- and above the transmission mount, to a stud through the transmission nose cover, lower right corner. Be sure the strap goes OVER the mount cross bar, so it doesn't hang down where it could conceivably catch on something.

I stand corrected, the right side of the firewall isn't on the passenger side on right hand drive cars....Sheesh!

Guess I should of said find the reverse switch it will be within 10 inches of it on the firewall...
Should be in the top right area above the floor to firewall seam if you are looking up and have this view.
