Front side marker lights not working

I'm trying to troubleshoot why neither of my front side marker lights work on my '83 US. Tried swapping bulbs, cleaning grounds and contacts. Nada.

Question is, when should they be on?

I don't think they blink with the turn signals.

Are they supposed to be on with the ignition OFF and headlights ON?

Or are they supposed to only be on with the ignition ON and headlights ON?

Nevermind. Found the problem. All bulbs were bad.

The answer is, for those playing along at home, they are ON whenever the headlamp switch is on, whether the ignition is on or not.
