Anyone know how this might work? Maybe it can change the
fuel pressure by raising or lowering the heater voltage in the
the wur. Seems like it might be a decent method trim the fuel
mixture in the earlier cis setups.

Interesting, an auction for instructions an a parts list. I tell you what, I will sell you this link for a dollar. Don't click on it yet though, I'll let you know when your check clears.:D

You could probably rig something to work it from inside the car, if you really wanted to. Not sure why you would want to.

I already have done the wur modification in the link to
cure (well, improve) drivability during warm up. When
my 77 2.7 temp gauge shows between 170 & 200 it
runs very good, mixture seems to be really close to
ideal, but around 225 or 230 it gets kind of lumpy.
Maybe I need to work on keeping it cooler. I already
have the radiator & fan in place of the loop.

Thanks in advance for any ideas you could give me.

230 on the street seems high if you already have a carrera cooler with fan.

Maybe I am wierd, but I don't think adjusting your control pressure from inside the car is a good idea. If your system and control pressure are within specs, set your mixture with a gas tester, and call it good.
