Factory specs never referenced the fender height, and with stock tires sizes, 25.5/25.0 is actually almost an inch lower than the factory specified height for '74-83 RoW cars and worldwide cars before and after that window.
Fender height estimates at factory spec with factory size tires should be in the general area of: '65-73 (all), '74-83 (RoW) and '84-89 (all) - approx 26.25/26.0 '74-83 (US spec) - approx 27.0/26.5 These are my best guesses of fender heights based on comparison of fender measurements of my car compared to measuring the ride height the factory way at the torsion bars.
