Floor Flap Mystery

Just started stripping the underseal of my 70 T and noticed the punched through flaps in the small round indents , does anyone know the purpose of these ?

I would guess that they are drains to help let water out of the inside of the car.

they dipped the cars in primer back then, the slots allow the paint to drain out
