Whale tail rubber lip repair

I have an original Porsche whale tail and the rubber lip is in excellent condition but the attaching bolts must be rusting internally and causing a bulge at a few of the attachment points. Has anyone had any experience with digging out the old bolts and glueing in new ones?
And what is the preferred treatment for keeping the rubber looking good and not drying out? Thanks

I used drywall plugs, the metal screw in style, and tapped them.
