Rough Finish to smooth / side skirts, R & F valance

Can I simply sand the rough / textured finish on the side skirts and Front and Rear valances or do I need to grind and then repaint?

I know very little about body work. What kind of sander/ grinder do i use- or can I use a stripper? Do I progressively use finer sandpaper?

Any step by step guidance on process and materials required is appreciated. My plan is to sand smooth and take to body shop ( items removed from car) for repaint.

You have to sand the texture off, smooth with filler as needed, and repaint.
