Stock front sway bar removal?

I haven't worked with a stock front sway bar before so I want to make sure I'm on the right track. This is a '69 912 which I'm sure has been untouched for quite some time.

Should I be able to slide the bracket/cover over the rubber bushing and over the end of the bar? I trimmed off the rubber a bit but to see if I could get it started, but it's not budging (yet).

I just wanted to be sure there isn't an easier way.
