Im not sure if its the "right" official tool, but I used a motorcycle shock wrench similar to this one.

I think the $20 moto shock tool is called "(universal) preload adjuster"

Have somebody help you, then. One to hold the washer, one to tighten the nut.

Channellocks worked to hold the washer in place while I torqued it down to 58lbs.
