Slots in floor pan

Hi All, I am restoring a -71 T and when I bought my project it had new floor pans in it. Looking at other floor pans I notice mine is different. They have c-shaped slots in them.

1) What is the purpose of these?
2) What should I do with them? Weld them tight or leave as is?
3) If I leave them, should I flatten them and have some kind of extra material on top (from the inside) on them?

They are drains for when they were dipped by the factory.

They all have them. The factory sealed them up with the diamond pattern tar under-layment on the floor.

Thanks for your replies. So I just flatten them and apply some tar sheets?
