Help steering wheel rub at slow turns

Found the culprit , a damaged collar where the little screw sets in near the cruise control .
How hard is the part to find and how hard is it to replace .
Do I have to take the steering wheel off or can I change without removing the wheel .
Last question , is there any way to repair ? just a small piece of plastic broken so the two halves wont tighten up . Cant stand the noise anymore

steering wheel rubbing

it is not the bushing , it is the plastic shroud ( cover )
