The definition to most Hot Rodder's is 'when performance is enhanced'. This seems to hold true regardless of car brand.

I'll play. Any Porsche with inhancements over stock. Chip and exhaust in an '85 911? Yes! Upgraded brakes? Yes! More powerful engine replacement? Yes! My car was such a bastard when I got it (meld of a 1974 that someone "upgraded" with fenders, tail and interior from an '87 turbo). I replaced the engine with a '95 3.6 with PMO carbs and a dual plug distributor for a more vintage look, Rebel coil overs and bushings, new brakes, and an RSR interior. I call it a hotrod, but there is more to come.

Yowsa nice hot Rod Mreid! I would also say upgrades in power, suspension but also cosmetic and interior mods.

I'm not sure Hot Rod and Porsche are compatible terms.
Of course there are guys who put LS motors in the back of 911s.

In my 1973 copy of christopherous magazine, the same debate raged over calling a 911 a sports car.
A sports car was more along the lines of a 917

I would say performance mods, and look.
Lots of cars have chips, mufflers, etc. I don't think that is enough. A hotrod needs significant performance gains over stock (through increased power, less weight, or both), and ideally things like suspension/brake upgrades. I also think that a hotrod has a "look at me" vibe, so you need a bit of visual flash. A "sleeper" is a stock looking car that has significant performance gains.
