Lightbulb idle settings

1975 2.7L sportomatic.

idle when not in gear can be adjusted fine but when i put it into gear it drops too low and almost stalls.

I just put a new decel valve on and the idle changes have improved BUT the problem is that there is a big difference between the idle when it is in gear (too low) and in neutral (too high).

What causes the idle to change when in gear. Is it possible to adjust the idle change to be less drastic.
