1967 911 Dash Toggle Switches
I am wondering if these toggle switches are factory and what they were for. I saw a restoration video someone posted on YouTube and their dash has the holes like mine in the same place. The wires are all cut on the back side. Thanks

Those are for fog light, hazard lights, and aux heater/air blower. Fogs and heater were options, I think.
Some folks plug the holes they're not using.

They were indeed pull switches, not toggle, in the stock form. Someone switched them out for some reason, and that doesn't mean they were wired for the intended purposes.
