My 74 914 has something similar from a dealer installed AC unit.

In the early days dealers installed A/C in cars.
That is left over from a dealer installed A/C.
I know because I worked at a dealership back then.

Mine has a vent piece there that looks like an AC register.

They were still doing it in 1979. I removed my dealer-installed AC (was one of those units bolted under the dash in the place of knee bolsters), and the hoses to the evaporator in the smugglers box went through there.

I sealed it up with a sheet of rubber and some silicone adhesive on the back side, and screwed it back into place.

Mark
