It's not easy but YES that will seperate the two pieces. Use an allen wrench and turn CCW while holding the top part of the mirror. Be carefull though it's spring loaded and only needs to turn about 45degree before releasing.

PUSH on it like crazy while turning. When you don't feel your hands anymore, you are getting close to the right pressure needed.

Take the mirror out first i believe you stick a small screw driver in that little hole in the bottom and slide a large ring to one side youll know by trying both ways which way to go, Kevin

It may be easier if you have a friend sit down and hold the mirror firmly between his thighs while allowing the pressure your exerting to push the mirror into the seat cushion. It really takes a LOT of pressure to get it to release. Don't try to clamp it a vice, you'll surely damage it. Just be carefull, if your hand slip's, your helper is likely to end up on the painful side of the adventure.
Once you have it seperated, you'll find a nylon or a cast metal split ring in the assembly. When it comes time to re-assemble the mirror you'll be tempted to leave the split ring out. Resist the temptation otherwise the top of the housing will flop about and rattle

search around in the bolt bin and find a longish bolt, the head of which fits into the nut on the mirror. clamp the bolt real tight in a vise, sticking out sideways, then lean into the bolt real hard and turn the mirror with your hands. takes some muscle.
