Ok so I'm thinking the bare wire is coming from the slip ring which is in place at base of boss
If I ground this wire I hear the relay click so horn should sound ? What is the mechanism for grounding wire behind the horn pad?

The three brass studs that secure the plastic pad retainers are the ground contacts. The single ground wire connects to the underside of the pad if the connector is not broken.

One wire is ground--the other to the horn button.
I would say the longer wire goes to button the other to ground
On my 81 coupe the horns are below the passenger side bumper
