PMO regulator problem
So I purchased a used PMO regulator here on Pelican classifieds. I installed it but could not get any pressure on the gauge. checked the gauge and noticed a ding on the side of the gauge so I ordered a nice liquid filled gauge. Still no pressure on the gauge.
Crawled under the car and noticed a very small leak at the filter that is attached to the pump so I pulled it and while I had it out replaced it with one of the facet pumps (I am running Webers). Start it up and still no pressure. Pulled the return line and turned the switch on and plenty of fuel is flowing. Pulled the hose that goes to the carb and have fuel thee too. Tried adjusting the regulator but no matter how far I screw it in or out no pressure on the gauge. I took it for a ride and it runs smooth. I know this is probably something stupid but I have been known to be stupid before. Any ideas?

I had my inlet/outlet swapped and had that problem. Then got it right and still had no pressure reading. Engine ran rich and when I disconnected the return, I got a pressure reading turned out there was a restriction in the return line.

That is correct. It is installed in my 904. The fuel lines were labeled incorrectly. When I swapped them, I forgot the directional fuel filter was still installed in the now return circuit.

The funny thing is that I have fuel coming out at the gauge, return line and at the carbs but the gauge isn't reading any pressure

You need to restrict the return line to get any pressure.

Will screwing the pressure regulator all the way down completely shut the return off?

John is right as usual. There should be a ring shaped restrictor on the return line. I haven't looked at one for a long time, but it seems to me it was two semi circular pieces that screwed together and reduced the diameter of the line by maybe a quarter or third.
