I highly recommend 3M's Scotch #27 or #69 Glass Cloth Electrical Tape. The glass fiber tape is exceedingly resistant to abrasion and general abusive handling.
It is a bit pricey but I keep a couple rolls around for a number of various uses.

Tippy/Quick,
I Should have clarified my question:
The pic above shows the ground lead with the separated wire strands and squished lead insulation, That being the case, a fire risk is low , and yes re-insulating with quality tape is a must.

In addition, does it make sense to clean that area up and use electrical solder over it since the individual strands have separated? How much of an impact on the wire's ability to flow current and dissipate heat has occurred by the individual wire separation, as seen above?

The Harness is from my 86 carrera with a 97 3.6 varioram ITB/ECU transplant.
Noticed the harness issue during a teardown, so I won't know what it was rubbing against till re assy.

I would recommend NOT using solder - it can introduce stress areas at the end of the solder flow where vibration etc can cause breakage. Try to return the wire conductors to their original twist arrangement and use heat shrink or good quality elec. tape over the damaged area.

Mb,
thanks ,I did not consider possible mechanical /stress issue due to a solder joint .
That would haunt me everyone I fire it up.
