As Ian said, that is the pump for the air injection, emissions system - pumps air though the metal pipe network that ends in six injectors in the exhaust ports of each cylinder head. The pump is driven by that toothed belt via the left camshaft (the same camshaft that drives the turbocharger's oil scavenge pump.

The injected air raises exhaust temperatures and helps burn off waste fuel in the exhaust.

Most people remove the pump and all of the associated plumbing and injectors, as it is of no "real" performance benefit (insignificant gains in spool time due to increased heat, but reduced spool time is much better had by way of a turbocharger that is not garbage like the original 3LDZ is), and there is a fairly high risk of the injectors burning up and sending broken chunks through the turbine's impeller, thus destroying it and the rest of the turbocharger along with it.
