Might be a stupid question - but it's not in the "always on" position is it?

A hint might be that if a door switch (which grounds the light to turn on the bulb), if failed, would turn on both lights. Same goes for a brown wire shorting to ground. So if it's just the one light staying on something is happening locally at that light, not systemically. Check to see that the male spade connector isnt bent.

I had a glove box light that would blow a fuse every time it was put into the "switched" position because the spade was bent and was contacting the positive side, but only when rocked to one of the 3 positions.

the fixtures kinda "roll on & off" by pushing the lens to three difference positions as I recall. on always, off always, & on/off with a closed/open door. could you have bumped the offending light not knowing to an unfriendly "roll" position?
