What is this? Oily substance by lug nuts

Had my tires balanced and rims cleaned on my 1988 911. A few days later an oily substance appeared by all the lug nuts. Normal? Sorry if this is a rookie question, but we all learn with new experiences. Thanks for reading/answering.

antiseize put on the lugs by the installer?

That's the Optimoly or whatever grease the installers used on the threads "sweating" off, highlined by dust sticking to it.
That's good news, the installed cared enough to lube the studs/lug nuts.
