Bilstein Insert w/Boge struts revisited

I have looked at a few threads relating to this and do not see a definitive answer to the parts that come with these struts.

Does the small rubber washer that comes with the new insert remain on the shaft, essentially sandwiched between the dust cover and the sealed cartridge? It would seem that this would keep the dust cover from vibrating on the shaft when the upper perch is tightened up.

Anyone have some insight to this?

Bilstein says throw them away, which is a good thing since I had already left the little buggers off which promptedthe phone call

When you bolt them down there won't be any vibration or rattle without them, so no worries.
