Not sure what I have

Replaced a seal in the dist. on my 2.7 mfi engine and I noticed a rather precarious wire running to the side of the dist. I wanted to secure it, as it looks rather fragile. The wire has a rather stiff coating that is broken, not surprising after 40 years, but the wire itself is intact. Here is a pic. of the problem area:

Looks to be the infamous "green wire" to the distributor ?
Broken insulation on wire looks to be an oversized heat-shrink tube insulator that couldn't shrink any smaller.
Obviously, insulation (whether it be heat-shrink tubing or electrical tape) is needed to prevent wire from contacting metal of cooling fan shroud/strap/clamp.
