I am reassembling my engine. Is it necessary to seal the individual heads to the camshaft housing? My rebuild manuals do not mention this, but when I tore the motor down, the previous rebuild had sealed them with Loctite.

Yes. This is an oil seal.

They are sealed from the factory with Loctite 574 (orange stuff). I use Loctite 518. Whatever you do, don't use any sort of RTV or silicone sealants.

if you use 574, be sure to use only a very thin, even layer, like what you would get by using a tiny roller, (which is what the factory uses), or it can set up too thick and keep the cam tower from lining up with the heads properly. it's anaerobic, so it starts to set when deprived of oxygen. personally, i like dirko. you have lots of time to work with it.
