Boge/Sachs shock orientation question

Howdy,

Do the two rubber washers shown in pic go underneath in the shock tube?

Or is it one below than on above. With this method I’m not finding much thread to attach the nut.

The nut must be screwed to the bottom.
When you meet clear resistance and the bushes squeeze a little.
