How to prep inside of frame rails

I’ve got the gas tank out of my 912e, and I’d like to paint the inside of my frame rails to give them extra protection. I ran a bore scope through them and looks like they’re covered in a black primer. I don’t see any rust (one little blister through), but they’re pretty dirty.

I was going to use Eastwood inner frame rail paint, it’s a rust preventative that supposed to have good penetration.

I’m just not sure how to go about cleaning inside the frame rails. I was thinking about using POR15 marine clean and spraying it with my compressor. I just don’t know if it’s safe to spray over existing paint. The purple stuff is an other option.

I’m looking for something that will thoroughly clean inside the frame rails but not damage the existing black primer.
