temp sender

temp guage reads hot all the time, installed new sender, no change! checked wiring resistance (good), test lamp on wire guage reads 1/4, tried another sensor (still pegged hot), what gives are the sensors Im buying wrong? Seems the resistance decreases as the temp increases on the sensor. Wire grounded guage reads cold wire open guage reads hot. Seems to me the new sensor is no good.... Correct?
