Purpose of pipe stub in the engine compartment

Hi...!Perhaps this is too simple. Anyway, what is the purpose of the pipe stub and its belonging hose outermost to the right in the engine compartment? (pls see attached photo - sorry to say, it is not my car

It ties into the heating system for providing warm air to the carbs. Works only when the heater lever is pulled.
