frame rust repair

hello, I need to cut out and replace the torsion support area of the frame
my ? is can this be done without messing with the lower part of the quarter panel
I have an older metal guy who wants to cut out some of the quarter panel to access the torsion support area and I'm not sure if that is necessary

Brian,

This area of the car is pretty complex as far as number of supporting pieces of sheet metal and reinforcement. Here are a couple of photos of the torsion tube cut out of a 68 parts car that should give you an idea of what you're dealing with.
