Can’t get fuel pump to shut off

I picked up my 914 about four months ago. It’s been sitting for four - five years due to some fuel related issue, that was for me to find out what that issue was. In the process of trying to get the car running I replaced numerous parts along the way including new stainless fuel lines, cleaned the tank, new strainer, new fuel pump, even the double relay. From what I was reading and advice I was getting it appeared the double relay might be the problem and I believe it was. I plugged it in like the old one was plugged in It would crank over fine but never start, so I switched the two plug-ins around to opposite sides and by the second crank started right up.

The problem is as soon as I hook the battery up the fuel pump starts running even with the key outside of the ignition or in the off position. I’ve checked the airflow meter by unplugging it that didn’t resolve anything. Currently I am at a loss at what to look at next. Anybody have ideas or suggestions that might help me out to solve this problem? I did have the engine and trans axle out of the car but everything is back in and hooked back up. Could I have something hooked up wrong there? The car is a 74 1.8 L engine. Keep in mind it was running one day when the previous owner had it and then just wouldn’t run the next, and I did find a bad double relay

Sounds like switching the plugs around was not the right thing to do. I didn't even realize that was possible, actually. Swap them back and keep troubleshooting...

Look in your Haynes manual for the electrical diagram for the L-jetronic FI. Try to match the wires on the double relay to the terminal numbers that are in the diagram.

Post a picture of the relay board (engine compartment) and its connections.

you could also have the incorrect dual relay, should end in 120. NOT 121 which is a common mistake. They look identical
