Wheel well question

Can anyone tell me the easyies way and somewhat cleanest way to clean up the tar and dirt stuff in the wheel well? I keep scrubbing it with a degreaser and a auomatic car scrubber, but evertime i do that the stuff washed off looks real dirty, is that the tar? Anyhow cutting to the chase i am going to undercoat it today and i wanna know how clean, is clean enough to undercoat?

A hand steam cleaner is good at loosening baked on stuff. You still need to use something else to actually remove it. The steamer just turns it into an emulsion.

If I do buy another steamer, it will have a much larger tank.
